Comments are a great way to share insights, provide help and even promote something you are doing (assuming its in a non-spammy way).  If you spend time contributing to the blogs of others, especially smaller blogs, the more likely other people will be willing to read and comment on your blog.  Just like most things in life, its all about effort.
